The Kalapana Seaview Estates Community Association (KSECA) was established on June 10, 1991, in the
State of Hawai‘i. Membership includes all individuals who legally own property within the subdivision.
Our Purpose
KSECA is responsible for the maintenance and care of our three commonly owned parks. To support this work,
landowners are required to pay an annual fee to the association. Landowner contributions cover:
● Property taxes for all three parks
● Regular treatment and prevention of Little Fire Ants
● Land care and mowing of the three parks (twice a month)
● Liability insurance for park areas
● Annual coconut tree climbing and cleanup
● Daily operational costs of running the association, including bookkeeping and dues collection
Board of Directors
KSECA’s responsibilities are carried out by a seven‐member Board of Directors, elected each April at the
Annual General Meeting. The Board is made up of volunteer homeowners and encourages all property owners
to consider serving. Your participation helps strengthen and support our neighborhood.
Community Meetings. The Board holds monthly meetings at the Pavilion, where association business is discussed, and homeowners. All owners are welcome to attend and take part in the conversation.

What Your Dues Make Possible
● Neighborhood improvements — Regular landscaping, maintenance, and repairs that keep
our shared spaces clean, safe, and welcoming.
● Long‐term planning — Proper funding is needed to ensure we are prepared for beautification
projects, major repairs, and unexpected needs.
An annual fee is due on each lot, according to the lot number when the subdivision was
developed. This means that owners with multiple lots pay proportionally more than those with a
single lot, even if an owner has combined lots for Hawaii state taxes. This keeps contributions
fair and aligned with each owner’s share of community resources.

Why It Matters
Paying dues isn’t about bureaucracy—it’s about protecting our property values, strengthening
our community, and ensuring that everyone benefits equally.
When we all participate, we all win. When dues go unpaid, projects stall, maintenance slips, and
the burden shifts unfairly to fewer households.
